• a swollen bump on ones neck would itch if it has anything to do with throat cancer ?

Main thing is to go and see your doctor. Commonly bumps or swellings in the neck are enlarged lymph nodes, caused by:

• bacterial infections,
• viral infections,
• cancer
• other rare causes.

Since you are concerned: ask for an X-ray or CT scan asap or in the very near future when the bumps keep itching or present and your doctor has no clue why nor how to solve it.
